if in VK your page was hacked, and you want it back, the admins require a link to your page and your photo with open passport as proof that it is indeed YOUR page, but it is realistic only if the face on the ava and in the passport are identical and the nickname and name-surname on the page and in the passport also match, otherwise, the photo with passport makes no sense. In fake pages, photo and nickname very rarely correspond to reality. this is the first time I hear that a passport photo is needed to register a page, right?
