most likely it's the dye fade it can't be removed it'll cost more to dry clean it than buy a new jacket

If the jacket is machine washable, wash it again. Maybe the bag was dirty.

try a wash but if it's down then shake it constantly when drying hard so the feathers don't get lumpy
