The producers do. If the MTV channel decides there's a bit of vulgarity and pretty shapes they'll spin it. MTV is not a cheap channel if the singer has money to negotiate with the Muz. tv there all hang singers one-day show. Also on the radio stations.

It's all money, man and show business. who pays and they play him. respectively, it's more expensive on MTV so you may see some schtick on a low-rated channel
