what does speed have to do with it? a forklift weighs a hundred times more than a scooter and is therefore more dangerous, plus a forklift has an implement, fork, bucket, etc. that you need to know how to use?

If your electric scooter has a 250w electric motor, you should have a scooter license.

Just don't tell anyone. Otherwise, there will be rights for bikes that fly around town at crazy speeds, skis/snowboards, horses, and sled dogs.
