Yes everything is wired that way. Probably need a thermostat setting Connect the ends of the heating cable directly to the outlet. If it heats, it means the thermostat if it doesn't, it means the cable is dead.

Why isn't the temperature sensor in the floor? Maybe that's why it's not working as the display shows a temperature of 19 degrees.

Maybe you need to increase the temperature on the thermostat? At the very least check the cable for breaks.
