25.2 People-drawn carts, sleds, mounted animals and pack animals shall only move in one lane as far to the right as possible. It is allowed to move on the side of the road if it does not create obstacles to pedestrians. Here, let the inspector prove that it is not allowed, and the traffic rules do not prohibit it.

The rules list verbatim the vehicles that are allowed to move in the public transportation lane. Wagons aren't listed there.
