According to Article 14 of Federal Law On State Registration of Rights to Immovable Property and Transactions with It № 122-FZ of 21.07.97 Article 14. Certification of state registration of rights 1. A performed state registration of occurrence and transfer of rights to real estate shall be certified by a certificate of state registration of rights. State registration of agreements and other transactions shall be certified by a special registration inscription on the document expressing the content of the transaction. 2. The form of certificates and the special inscription shall be established by the Rules for Maintaining the Unified State Register of Rights Udachi

I think so, that's why it's called a green card for the land
but what difference does it make what color your certificate is? or is it a matter of principle for you? some people have neither green nor any other color:
