There could be a lot of reasons 1. 1. Starter - it takes a lot of energy. 2. 2. The plugs - put a good one. 3.plugs - adjust the gap. In the cold, poor combustion of air - or too much gap, or the opposite - is small. 4. 4. Wires - it pierces on mass. You can just change them5. Toggle. Or a distributor cap. You also need to look at it. 6. Contacts. If burned, the spark will be very weak, inconsistent. 7. Contact group bearing. If it is broken, the contact gap will float all the time. 8. Coil. If it is faulty, the spark is weak. This is fatal for a cold petrol-air mixture. 9 Condenser. 10. Fuel filter is clogged. 11. Cabrurator - fuel is throwing on the spark plugs. Taking into account all the fixed faults, my shocha started easily up to minus forty. On the street. But there were little tricks. I took battery home for the night and warmed intake manifold with hot water from kettle before start. That's not all! There may be more reasons!

get in the car turn on the high beam for 30 seconds then squeeze the clutch and start the car. if you have a choke, turn it off so the car just starts to bounce when you start it. that's it p.s. or change the octomulator

If everything is adjusted, ignition, fuel system, idle sensor have no problems, then. Start with the battery! It must be old. Also: when warming up, squeeze the clutch, and hold it, the engine will warm up much faster with the transmission off.

check the carburetor ignition coil ignition gap and the distributor cap - for a breakdown if the distributor is not electronic - the chopper contacts and the gap in them!

your carburetor is out of tune! Actually buy a heater for fuel and oil filters and you should be fine, I've seen it somewhere for Russian cars!

Most likely electrical is to blame as it is the science of contacts. All the more so that the soreness manifests itself at zero temperature when there is a lot of moisture in the air.
