Someone periodically rolls, someone during the next general cleaning moves them into the hallway, is going to take out to the garbage, and then changes his mind and puts them back on the balcony. But does everyone LEAVE them?

Somebody periodically takes them for a drive, and somebody else during the next general cleaning is going to put them in the hallway, to throw them away, and then changes his mind and puts them back on the balcony. But they all get in the way.

If there is creativity - out of them built something crib for the dolls mezzanine on the balcony shelf for flowers - the main flight of fancy. Well, if you have no imagination - throw it in the trash someone will take away for sure.

Last year there was a promotion at some sporting goods store: they were swapping old skis for new ones. Wait maybe this year there will be something like that too. Why do you have old skis on your balcony? It's better to have new skis! It's nicer to look at:

If they're old, there's nothing to keep them in the trash or the furnace. If they're in working order, why not take them for a spin in winter?
