There is no law, there is an instruction to the MIA-which is not Federal Law. And then there's another question-where will it take more time to fingerprint or to assert your rights in the Constitutional Court?

Find out the number or whatever these laws have and reread the law in case there's nothing to be done.

If there is, it is IMHO a violation of the constitution. You can ask them directly what the law is.

Call 02 and describe the situation, preferably with the names and positions and at least the division.

Ask them to tell you what article they are referring to. They probably don't know themselves. But they take a receipt when you get your passport. They say it's voluntary.
