Hello, my friend! You can exchange your passport at the place of temporary registration as well. You have to go to passport and visa service, better at once to them, and not to passport-keepers in a housing estate or as it is called now. But, immediately I want to warn you that it may take up to six months, as we were told about it by the staff PVS. It is better and easier, if you with your passport by the way while it is still valid, i.e. before you get married come to the notary and give power of attorney to the one who lives at your place of permanent registration, to exchange your passport. It is better to prescribe in the power of attorney all the actions within the procedure of exchange to sign, receive, pick up, register, etc. and send the passport and the power of attorney to this person. Everything else is a technical matter. For the time the passport is walking around, it is better to make a copy, although it has no legal effect, but sometimes it helps. Send it across the vast expanses of our homeland better by first class mail or express mail.
