How do you put one sound on top of another? Let's say one will sound in the background and the main one will be human? and got a better answer

This is done in any adult in children's NLE program didn't work. Just finished dubbing and mixing another movie today. On the first two soundtracks put different background music on different tracks for different subjects of the movie, between musical fragments from track to track made smooth transitions. On the third audio track the narrator's voice-over narration is put. The LEVEL is to set certain LEVELS of background music and the voice-over text. Narrator should sound at minus 0.5 dB, background music BELOW DICTOR should sound at minus 15-18 dB, depending on music density. Where there is music without an announcer, the level of the music should be minus 12 dB in 2-4 seconds.
