You moved into the municipality apartment illegally and are living there. There are no legal grounds for the municipality to conclude with you a social rent contract for this apartment. Sooner or later the municipality will evict you by court order. Why the municipality hasn't done it so far, we don't know. Illegal inaction by the officials of the municipality. They have people on the waiting list for years, and they allow them to take over municipal apartments.
