Depends on how much money you have and how serious you want to do it - the previous advice is not bad, if cheaper, you can 3400 or 3300 and 18-105 advise.

Anything you have enough money for. The make and type of equipment is completely irrelevant for learning. You can get a mirrorless as well as a DSLR. But a good BZK kit is more expensive. The main thing is your willingness to learn and your persistence.
