In accordance with Federal Law No. 181-FZ dated 28 December 2001 On Amendments to the Federal Law On State Benefits to Citizens with Children, a lump sum birth benefit is 4500 rubles. Before this law came into force, the lump-sum benefit for a child was 1,500 rubles. In accordance with the normative documents regulating the procedure of payment of child allowances, the amount of the one-time payment does not depend on the age of the parents and does not depend on whether the first or the following child was born in the family. The childbirth lump-sum benefit is paid by the social protection authorities at the place of residence of one of the parents on the basis of the parents' passports, child's birth certificate and a standard certificate issued by a civil registry office.
