The conditions and procedure for a minor child to travel abroad are governed by Article 20 of the Federal Law of the Russian Federation On the Procedure for Exiting the Russian Federation and Entering the Russian Federation, which states ***NB! that a minor citizen of the Russian Federation will normally leave the Russian Federation together with at least one parent, adoptive parent, guardian or caregiver.
