maybe you mean does the provider take money for visiting a given site? then you should at least name the provider. all providers are different and all providers have different free resources and are checked differently. go to the provider's website, if there are such resources, it should say so?

If when you browse the site the money goes only to your ISP for traffic - then the site is free. And if, for example, to view/download it asks you to indicate a credit card or send money to the account, then the site is kind of paid. But going to the online store without making a purchase you pay only to the provider - the site still did not take money from you. So almost all sites are free to visit.
