I don't quite understand the connection between the cashier's check and the invoice. But if you received payment, you are required to issue a cashier's check. The check is contingent on receiving cash, and issuing a check is not contingent on anything else. But you, without providing an invoice, must confirm your status USN, or you have to give an invoice and put a dash in the VAT column and not a number zero, because you do not have VAT, and the number zero will mean zero rate of VAT?

The check depends on the receipt of cash and nothing else does not depend on the issuance of the check. VAT does not affect the obligation to issue a cash register receipt. It all depends on the taxation regime with whom the payments are made.
