I don't think they caused any serious injuries to the victims so I'd make them pay compensation to the victims - a million roubles each and give Kokorin and Mamayev a suspended sentence as well

Some kind of punishment is certainly possible - a settlement. The fine is huge. Paying a forfeit to the clubs. Lifelong disqualification from anything related to soccer, including attending soccer matches even as a fan.
