I think before you deregister for recycling, you need to write an application to keep the plates for you. Then you will keep the plates for a year. But you need to do all this with the documents for the car. If the documents were lost in the archives of the Ministry of Internal Affairs, then I don't know. It is unlikely the traffic cops will want to deal with your problems.
