This is Barcelona. Sagrada Familia Cathedral. The architect was Antoni Gaudi, who died under the wheels of the first streetcar to run in Barcelona. No streetcars have been running there since.

It's not clear what was filmed. Too much white sky. If it had beautiful clouds on it then I understand. It's just truncated houses. It doesn't look like a rooftop shot.
