Forget the pixels. The main and primary role played by the size of the matrix. Chinese phones have a lot of megapixels, and the pictures are crap. First of all the sensor, then the other components?

Depending on what you are going to print it or view it on a computer monitor. For viewing on the monitor and printing 10x15, 2-3 megapixels is enough.
