Of course not, even I will tell you that not everybody knows Russian, even the Russians themselves. It was proved at our Russian language class, where out of 28 Russians most of them made 13 mistakes out of 20 words?

No one knows his native language perfectly and if anyone does, it's a very small part of the population because if you know your native language perfectly, many of those who don't know it well won't understand a person who knows it well.
