The question of refinancing is the question of attracting additional funds for banks with the ability to expand the range and volume of their active operations constrained by the amount of available liabilities. Refinancing services of the Bank of Russia are demanded, but they cannot be a significant factor influencing business - due to the limitations of collateral objects and terms.
