No. You can only switch from the paid Full Package to the free Economical Package, and vice versa. You can completely disconnect Mobile Bank only at the branch or by calling the hotline.

Yes you can. There is the Disable service button in the Mobile Bank menu. You will be able to deactivate the service within one to three working days.
