I put a 100 liter boiler in the toilet 7 years ago. neat and does not disturb. in the house every year for a month or more no hot water. and I have enough to do the dishes and bathe the whole family. my wife and I did the math and it turns out that heated in the boiler cold water is cheaper than the system fed hot water

Buy an electric heater. We almost all have one. Our water is turned off in the summer 2 times a fortnight at most a month. But we always have hot water.

RF Government Decree "On providing public services to owners and users of premises in apartment buildings and houses" from 06.05.2011g. № 354. According to this decree, namely, Annex 1, the list of situations when utilities can be disconnected: the Permissible duration of interruption of hot water supply: 8 hours cumulatively within 1 month; 4 hours at a time and in case of an accident on a dead-end main - 24 hours duration of an interruption of hot water supply connected with repair and preventive works is carried out with requirements of the legislation of the Russian Federation on technical regulation SanPin 2.1.4.2496-09 3.1.11. During the annual preventive repairs the switching-off of hot water supply systems must not exceed 14 days Your actions - you apply to the State Housing Supervision Service in your city. this can be done through the website
