If you don't need video the 1300 is not a bad option. You don't need a stabilizer on a lens with such focal length as 18-55 if you have money you don't have to buy it. I don't recommend A3500 because there are cheap optics for mirrorless optics and their very strong point is mirrorless service will be more expensive otherwise there is not much of a difference.
