it all depends on how much they'll sew. if it's 20 cm from each side - then of course they'll cut the excess. and in general you can always agree - just tell the master not to cut, so that in case you get better, you can always cut

can ask not to cut at all in a good atelier you have to ask how you want to cut or not to leave a margin, etc.
