I understand that if the parking occurred on public land. then the requirement to pay is legitimate, you use it and have to pay rent. Another question, why do not you register the ownership of the land. then you will pay only land tax. The presence of communications should not be a reason to deny your right to land, the only thing there will be restrictions on the use of this land.
