Before you boil milk, rinse the pot with cold water and boil it.

Before pouring milk into an enameled dish, it is recommended that you rinse it with cold water to prevent it from sticking.

Soak in water for a while.

Use a stiff sponge to wash off this stuff if it doesn't stick. There are special pots for milk - where the milk is boiled as if in a water bath. I've seen them, but I haven't used them. Maybe they don't get any fouling?

Dear, you're going to ruin all your cookware. You should boil milk, cook porridges, stew sausages, meat, make pilaf, boil pasta, dumplings and much more in aluminum cookware or, even better, in stainless steel. And it is much easier to take care of it - just pour water with detergent Cinderella, Kappa, Faerie for a while. Then you just scrub it with a sponge. But it is not desirable to store in such dishes ready-made products such as the same noodles. It is better to put them in an enamel bowl or in plastic bowls designed for foodstuffs with a tight lid

Put baking soda or baking soda on a sponge, it does not matter and rub the plaque. If the plaque is very abundant and very sticky, first soak in water with baking soda, and then wipe with a sponge, again with baking soda. By the way, baking soda removes a lot of dirt easier and better than modern cleaners.
