The last name is an identifier. A passport with someone else's last name cannot identify you. There can only be two valid Russian passports at a time. And if you also have foreign citizenship and you live there under a different name, it has nothing to do with the Russian passport?

What are you talking about? If you changed your last name because of deportations, you need to change all your documents, from your birth certificate to your driver's license. The old ones are invalid, of course.
