Firstly: in case of return of defective goods the receipt is not obligatory The Law on Protection of Consumer Rights Art. 18 part 5. Secondly: the demand to obligatory give out cash vouchers to buyers and clients is established in Federal law dated 22.05.2003 № 54-ФЗ "About application of cash register equipment CCP while making cash payments and or payments by means of payment cards". Art.2 of this Federal law says: "The cash register equipment included in the State register shall be obligatory for all organizations and individual entrepreneurs making cash payments or payments by payment cards in case of sale of goods, works or services". Art. 5 part. 1 of the same Federal Law says that organizations and individual entrepreneurs using a cash register must give cash vouchers to customers when making cash payments or payments by payment cards at the time of payment printed with a cash register equipment. Organizations or private entrepreneurs providing services to the population may make cash settlements and settlements with the use of payment cards without using cash registers but only on the condition that instead of cash receipts customers will be given the appropriate forms of strict reporting which are equated to a cashier's check.
