I can tell you that his law doesn't apply to war. in the two thousand years since Christ's birth, if you add up the time without war on planet Earth, you get about 30 years. And the First and Second? War is not subject to any laws.

It is much simpler than that. People start wars when peace is less profitable than war, this is the first and second condition; the duration of the war directly depends on the number of survivors of the losing side as the winner in case of insufficient labor force will have to work himself!
