With an expired card you can not - it is blocked pin code is no longer valid card - it is only a key to the account through an ATM and when paying through a cash register - depending on what conditions the bank. can be issued directly from the account.

Contact your bank, reissue the card and withdraw the money there on application. The money is in the card account.
