On what grounds? And what does anyone care who and with whom is dealing with the occupation of the apartment? Utility bills are paid? If not, go to court with a claim for recovery of debts on utility bills.

You can not! The law prohibits depriving tenants of services of common necessity! If this issue concerns the payment of utilities, then it is necessary to resolve the issue through the court!

I know the situation from experience. Try it. If you have the documents for the right of ownership of the apartment, go with them to the HMO. If the illegal squatters protest then let them show the paper on the basis of which they occupy the living space. With the water really can not work for techn. reasons, and the electricity if they are not vegetables, they will find how to connect. So is it worth the hassle?
