I would like to answer: "BEFORE KOCHAN, but in case you don't get it, I'll have to explain in simpler terms: see Art. 71 of the Constitution of the Russian Federation!

Apparently, because the authors of the Constitution thought it would help strengthen the central power!

It's very simple! So that citizens couldn't assert their rights! Since there are no courts in Russia and no judges!
