Two questions arise: Who says it's blue? and For whom is it blue? Study physics. There is no COLOR, there is a wavelength emitted by an object. And the wavelength you perceive is associated with blue. Some people perceive it as light blue, some people perceive it as dark blue. So the sea emits a wavelength lying in the visible blue spectrum conditionally.
