Actually, this is according to the rules. He should continue to be registered for military service in Ryazan and get a temporary registration in Moscow at his place of work. But this was invented in Soviet times, and now it does not work even though there is a law. No one in Moscow will just put him on any temporary registration, because they don't want to bother. It is necessary as that in department of personnel to solve that not clever or in 4th department of military registration and enlistment office to give money.

Dear Dbrn Virk! Your Ryazan guy can stay in Moscow without military registration (article 10 of Federal Law On Military Duty and Military Service) for up to three months. Is that the exact period of time he is applying for a job in Moscow? If for a longer period, then please go to the enlistment office. Let the service seem like a honey.

In general, the military registration is carried out at the place of permanent residence. If the employer requires it, the court will not be against it. This is for national security reasons. I think this is a perfectly legitimate demand.
