I wonder if your new MC has its own power plant, generates electricity, delivered by poles, wires to your apartment? What does the MC have to do with your electric meter? You say the MC refuses to replace the electric meter because of a debt on the former company. Are you its director of the former company? Accordingly, all the work and costs of replacing electric meters must be performed by the management company, which is in charge of the apartment building. If the power supply company initiates the replacement of the electric meter, then the owner of the residential premises is sent a notice informing him of the need to replace the meter and ordering him to buy a meter and pay for its installation. Usually this happens when the previous meter expires. In cases where the owner of the apartment initiates the replacement, he/she must apply to the power supply company with a corresponding application.

What does the electricity contract say? If you are responsible for the meter according to the contract, you must pay for its replacement, no matter where it is installed.

You're just brainwashed in order to extort money, and then sent away with your problematic meter. The housing management company has nothing to do with meters at all, it is not its property. To replace the electric meter, make an application to your city energy company power supply company on the old.

All in writing. Write a statement in duplicate, then get a refusal in writing, with a complaint to the gzhi. Usually refusals are not written, and start working.
