Depends on the modem, i.e. network modems connected to the computer with a network cable in such modems you set the IP address yourself! And there are also modems connected to the computer via USB cable, here already you receive an IP address automatically, i.e. from your provider! Well maybe I'm wrong I answered as I knew!
