In software development they don't use package managers, but version control systems. Linus Torvalds himself is the creator of Git - and it is Git that is used for the Linux kernel. What particular version of Linux and, accordingly, a package manager built into it a particular developer uses is immaterial. The software itself does not depend on what manager it was installed with.
