An academic transcript is not a document. Only a diploma. With this certificate you could have been reinstated or enrolled in another educational institution, where you would have been exempted from the passed subjects and that for the provision of the school. You should have been reinstated at the time and received your diploma. Now you will not be restored, because the FSES changed long ago, and this certificate has no force.

You have no medical education. Not completed training - it's all down the drain. The concept of incomplete higher education does not exist either legally or by common sense. No one will officially allow you any private practice.
