Criminal Code of the Russian Federation: Article 328. Evasion of military and alternative civilian service 1. Evasion of call-up for military service in the absence of legal grounds for exemption from this service - is punishable by a fine in an amount of up to two hundred thousand rubles, or in the amount of the wages or other income of the convicted person for a period of up to eighteen months, or by arrest for a term of three to six months, or by imprisonment for a term of up to two years. 2. Evasion of alternative civilian service by persons exempted from military service - shall be punishable by a fine of up to eighty thousand rubles or in the amount of the wages or other income of the convicted person for a period of up to six months, or by compulsory labor for a term of one hundred eighty to two hundred forty hours, or by arrest for a term of three to six months. Try to prove that you knew nothing about the summons. For example, provide evidence that you have been living with your grandmother in Melitopol for a year, or better yet, have someone else do it for you.

them you want to serve, then you won't have a crime, just say come and get me, I'll live at the enlistment office until I pass the commission and they send you back to your unit. They will keep you as a lunatic in civilian life but won't do a thing
