It's better not to appear like that in public places. Also, alcohol is very hard to come by there. Especially in Dubai.

The UAE is one of the pillars of Islam with all its consequences. Just like in Russia, if a woman has a short skirt she will be considered easily accessible. And the restrictions of the Koran do not apply to non-Muslim women, so if you wear a skirt above the knees or pants you risk repulsing hot Emirati men the whole trip. The same goes for the shoulders, and it seems undesirable to bare your arms above the elbows. If you are lucky enough, you can be taken to Islamic court. It will not be a bad thing. It is also better not to wear shorts and also clothes of bright patterns and colors. Not too shiny jewelry can steal. I mean, it's almost like us in Moscow:

Burqa without underwear - no rules

I don't know about strict rules! But for your own safety you'd better wear either pants or a long skirt and something with shoulders closed.

There is only one rule: you have to wear clothes!
