Perhaps the battery is so discharged that it cannot perform the shutdown procedure. Charge it up.

First remove the battery from the battery compartment of the camera and check the voltage with a voltage tester and if necessary fully charge it.

How does it not turn off? What does it do? If the battery is dead, the camera just shuts off. Maybe it doesn't turn on?
