Easy. If you get hit by a streetcar, all the management and teachers will be dragged through the courts + a shitload of inspectors from the prosecutor's office, the investigative committee, Rosobranadzor + public organizations. It is easier to prevent than to clean up afterwards.

If it's in the school bylaws, yes. Then it's considered a bylaw that applies specifically to the school grounds. But the school charter can not contradict the human rights and freedoms spelled out in the Constitution. The Constitution does not say anything about your case, so it's legal! Carry your food with you.

Consequently, if formally there is a lesson, then, accordingly, the school must ensure the presence of all students in school.
