Do permanent filters have higher quality than variable filters?

Whoever is comfortable. That's how many they carry. I'd take one with a variable if needed.

AC has significant disadvantages, in terms of uneven dimming.

the same effect as with fixes and zooms: quality of images you get with fixes is practically always better than with zooms. That's why I think it's better to have a set of filters with different ND values.

The thing is, very few people need so many filters. Usually one chooses a particular one. You need an ND4, you buy an ND4. The need for lots of different ND filters at once rarely happens

Variable, how shall I put it? It's rough. You move it a little - and already two stops like dogs ate it. Sometimes it's uncomfortable to use.
