No. There will be restrictions on the movement of foreign nationals, as well as the movement of Ukrainian citizens at night and in the evening. There will be patrols on the streets of populated areas, and anyone caught without a special pass will be held in a temporary detention facility until trial. A military court could also convict them to the capital punishment.
