Because that's how the mentality is! In Russia they have never treated stray dogs or people normally. In Germany there are lots of people who take in animals from shelters. There are even organizations that take dogs from Spain to Germany because they resent the sheltering of these dogs there.

IMHO tested by experience, dogs are never lost - always go on their own - where they feel better. when a person takes a dog from the shelter - it's literally a cat in a bag - you never know what they tried to teach the dog, what his niggles, etc. - And to correct the spoiled dog very and very difficult business. in particular, my case - the dog was surrendered to the shelter with formlution to put down - because dull and pisses. briefly about what I was faced with: the dog absolutely hammered, with beaten kidneys, terrified of people, cars, open spaces - everything - at appearance in an aviary of the person urinated under itself. The dog is 8 months old. they took him away from there when he was a year old, a year later he got used to people - and they moved him to us. it's been a year since we tried to make him an adequate dog - and we succeed in many ways, but I realize that there's still much, much we don't know about him, and we can't eradicate anything at all. By the way, this is exactly the reason why experienced dog owners, not show dogs, but those who take a dog to work try to take a puppy at least a month old, maybe a week or more, and two-month olds and older are not accepted. And you say - an adult from a shelter. no, my dog will never work as well as it would have worked if taken from puppies - and I will NEVER get a dog from a pound. PS the only case where I would recommend taking an adult dog is when you really need it, but no time to do so although, IMHO, no time - just an excuse for those who have no desire, but that's another conversation - and the couch dog is fine. however, these people dogs and do not take root - and after a year or two are all in the same cage foster:

we took a sheepdog. not only that pregnant with sarcoma. had to abort the tumor cut out but the metastases have already gone a year dragged to the vets and spent a lot of money and the dog had to put to sleep-so it was all neglected. sorry was very. do not want to take the animal from the shelter now.
