In general, it is advisable in such questions to mention the three letters after the dot called the extension of the name or the whole name. Depending on the extension should be done. There are dozens of archive formats in the world. Generally, 90 WinRAR will solve the problem, although in your case it may not even be an archive. If the problem persists - specify the extension at the picture

if you have it archived, you should of course unzip it first. if the picture file has an extension that is not supported by any viewer, try installing something like ACDC.
